The Collapse of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are conducted: positive announcements are issued from different nations. Considerable effort is devoted on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from enemy soil, a ability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a incoming threat. This was a advanced protection mechanism at work, presumably delivered by Western nations. Every firing creates sudden vibrations, causing tremors. The brief panic quickly gives way to grim resignation: possibly the approaching threat won't hit its mark this time, preventing destruction from devastation and another blackout.

Persistent Threats

Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a mobile-fire group – probably Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

Periodically, this persisted until dawn. Kyiv awoke to the morning news: several casualties, destruction and utility failures in numerous residences as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on international aid – a dependence that European nations are demonstrably unable to fill in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new approach from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, certainly, persist.

Strategic Calculations

It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration works based on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is unrealistic to compel Moscow to surrender the land that it currently occupies in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, American administration does nothing to discourage Russia, through statements or actions, from assuming that the status quo will not change more in its benefit in the near future.

Opposing Positions

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a total frontline collapse until conditions improve in its favour.

Existing Situation

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their mission will now be much harder after recent developments, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
